Changes to regulations on collective labour agreements and collective agreements
New regulations modifying the existing rules for their registration will come into force on 13 December 2025. Aleksandra Woźniak, attorney-at-law, analyses what to look out for.
The existing obligations of the National Labour Inspectorate related to the registration of collective labour agreements have been taken over by the minister responsible for labour, who will perform these tasks using an ICT system – the National Register of Collective Labour Agreements (KEUZP).
How and what do we report under the new system?
Currently, however, KEUZP is not operational, and the minister responsible for labour has as much as two years to create it. What will happen before that? Collective labour law acts can be submitted to it through three electronic channels:

- Electronic Inbox,
- e-mail address: ewidencja.uzp@mrpips.gov.pl or sekretariat.DDP@mrpips.gov.pl.
‘The scope of the registration obligation has changed significantly. From December 2025, not only collective labour agreements will be subject to registration, but also all types of collective agreements, including those not based on the Act, if they concern pay conditions,’ emphasises Aleksandra Woźniak.
The co-founder of the Banasik, Woźniak i Wspólnicy law firm explains that until now, collective agreements were subject to registration only on an exceptional basis. Currently, the registration obligation applies, for example, to agreements on the rules for remote working, agreements in connection with the transfer of a workplace or part thereof, and agreements on collective redundancies
Greater responsibility
Why is compliance with the new rules for registering collective labour agreements so important? Failure to submit the required notification of the conclusion of a collective labour agreement will result in the agreement having no legal effect.
What is more, failure to comply with the registration obligation may also result in repressive sanctions, as failure to notify the KEUZP of a collective labour agreement in the manner specified in the new provisions on collective labour agreements and collective agreements is subject to criminal liability (not misdemeanour liability!), says A. Woźniak, attorney-at-law.
