Olsztyn with good energy
BWW’s law firm team visited the Olsztyn Thermal Waste Treatment Plant. We have worked on this project from the very beginning. We are all the more pleased that an investment that is changing reality for the better will soon be operational.
The installation, which can process 15 tonnes of waste per hour, is one of the most modern in Europe. The only fuel in the boiler here will be RDF waste, i.e. waste that has a high calorific value.
– The Olsztyn ITPO will cover around 35% of the residents’ heating needs.
– The annual production of electricity distributed to the so-called grid (i.e. after deducting own consumption) is estimated at over 73,000 MWh.
We were told about the principles and operation of the plant as well as the exploitation plans by the management and staff of MPEC, which is implementing and responsible for the investment together with the private partner.
– We felt joy and pride when watching the impressive, modern investment, on which BWW has worked from the very beginning, i.e. for 12 years. For me, Olsztyn and ITPO are a symbol of success and very good cooperation with both the law firm’s team and the project partners. It is very satisfying to see the effects of working on such an important investment, which has been close to my heart from the very beginning,’ says attorney Małgorzata Banasik, co-founder and managing partner of the law firm.
A team of lawyers from BWW, led by mec. Banasik, supported MPEC in Olsztyn at all stages of implementation, including in the areas of the investment process, environmental issues or discussions with partners on the long-term guarantee of obtaining waste for the installation.

ITPO Olsztyn is a project that was carried out under the Public-Private Partnership formula. We were able to attract experienced partners, including, among others, the French infrastructure fund Meridiam, which specialises in developing, financing and managing long-term projects in the public infrastructure sector.
The PPP model in MPEC Olsztyn allowed access to capital-intensive infrastructure without having to cover the costs of its construction. In addition, the PPP Agreement assumes that the risks associated with the construction and operation of the ITPO are on the side of the experienced private partner, who is also able to effectively manage the infrastructure and contribute to the stabilisation of heat and waste charges. In addition, the project makes a very significant contribution to reducing reliance on the use of hard coal for the production of district heating.
